Arrest report sheds light on man who abandoned 10-year-old near U.S. 192 after midnight

Police reports from early Tuesday morning shed light on how and why a Kissimmee man kicked his 10-year-old daughter out of his car near midnight after an argument.

Hector Serrano, 30, has been arrested and charged with child neglect without great bodily harm, and remains held in the Osceola County Jail on a $5,000 bond.

The incident occurred just after midnight late Monday into Tuesday morning, according to the arrest report. Sheriff’s deputies say they were called out on a report of an unattended juvenile near U.S. Highway 192 and Scott Boulevard, just west of Poinciana Boulevard. A deputy found the girl “visible distraught; her face was red, and she was actively crying.” She said Serrano had taken her cellphone and left her there, and she was walking to a nearby family’s home, which was about a 20-minute walk from there. Deputies took her to that home without incident.

It was witnesses who saw Serrano allegedly throw the girl out of his vehicle, a silver Toyota Tundra, near Cane Island Loop, just south of U.S. 192. One witness followed Serrano west on 192; at times Serrano “operated his vehicle at a high rate of speed … Hector failed to stop for numerous read lights and nearly colliding (sic) with another vehicle.”

Other deputies stopped Serrano’s vehicle near West 192 and Old Lake Wilson Road, which is west of Interstate 4. During the stop, Serrano advised that he had a verbal agreement with other family members (whose names were redacted in the report). He said those family members had texted him less than an hour prior, demanding he return the girl to the residence, they would “involve law enforcement.”

He said that, “Out of fear, he left her in the area of Scott Boulevard and Cane Island Loop advising that she would walk the rest of the way to her residence.”

Court records show a Hector Serrano with the same birthdate was arrested in 2018 on a aggravated assault and cocaine possession charge, and was subsequently arrested in 2019 for violating his probation in that case.
