Members of the St. Cloud Police Department’s Criminal Investigation Unit have just arrested Phillip Dean Kneeper, 59, for Sexual Battery on a victim under 12 years of age, Lewd and Lascivious Molestation of a victim less than 12 years of age, and Aggravated Child Abuse with Domestic Violence Enhancement. The allegations indicate Kneeper had sexually battered a juvenile female relative over a four year period. Kneeper is employed as an IT Specialist with the Osceola County School Board. Kneeper is being held at the Osceola County Jail with no bond. This is an active open investigation.
