As stressful and devastating as Hurricane Milton was for much of Florida, it seems Osceola County fared well overall. Since Milton’s exit, cooler temperatures have arrived, giving us a welcome reprieve from the Central Florida heat.
Both summer and fall brought unprecedented heat in 2024. Month after month, elevated temperatures caused increased energy bills. As with all residential cost increases, the financial output can put a damper on our pocketbooks, and especially for the elderly living on fixed incomes.
Thanks to support from the Senior Resource Alliance (SRA), there is an initiative that supports qualified households which are financially overextended due to higher-than-normal energy bills. The Emergency Home Energy Assistance for the Elderly Program (EHEAP) supports low-income, elderly households in Central Florida. The Osceola Council on Aging manages this initiative for a substantial portion of the area, including both Osceola and Orange counties.
Funded by a U.S. Department of Health and Human Services grant, in collaboration with the Department of Elder Affairs and the SRA, the initiative, available for residents 60 years and older, has become crucial for seniors experiencing unexpected, “home energy, and/ or residential emergencies.”
An emergency constitutes a past due utility or electric bill, or correspondence threatening to disconnect services.
“Depending on the crisis, payments from the EHEAP program can be used for utility bills, service reconnection, replacement of broken and/ or inefficient HVAC (heating, ventilation, air cooling) systems, and general repairs,” said Rob Gilts, Osceola Council on Aging’s Senior Compliance Officer.
To become eligible, households must have income equivalent to, or below, 60% of the state median income
as computed by the federal poverty guidelines of the US Department of Health and Human Services, and at least one individual age 60 or older in the home with a documented heating or cooling emergency.
EHEAP benefits can also be used for:
Delinquent charges from a closed account previously held by the elder resident.
Deposits to connect or restore energy.
Pre-payment for energy bills. Portable fans, window air conditioners, blankets, and space heaters purchases.
Late fees and disconnect/ reconnect fees.
Temporary emergency shelter due to an energy-related crisis.
Payment to a landlord when utility costs are included in rent.
To qualify under the OCOA’s guidelines, applicants must reside in Orange or Osceola County, with energy bills in the elder’s name, while also providing proof of residence such as a driver’s license and/or other identification. Applicants of age are “categorically eligible” if they can provide proof of TANF (Temporary Assistance for Needy Families), SSI (Supplemental Security Income), or SNAP (Supplemental Nutrition Assistance Program) benefits, in addition to documentation of total household income.
“The Emergency Home Energy Assistance for the Elderly Program is one of many offered by the SRA, enabling seniors to age with independence and dignity,” said Karla Radka, President and CEO of the Senior Resource Alliance. “Sadly, Central Florida’s low-income seniors are managing higher household expenses. They are facing challenging decisions every day, often choosing between food, medication, or basic utilities.”
Since August of 2020, the OCOA has received more than 1,600 applications for assistance, providing more than $1.1 million in EHEAP benefits in both Central Florida counties. During that same period, the OCOA has repaired or replaced more than 120 HVAC units under EHEAP funding. In addition, the SRA processed more than 1,300 applications in 2021, during the aftermath of COVID-19.
