Kissimmee Police officer arrested after noting off-duty details he didn't actually work

for Grand Theft and Scheme to Defraud

The City of Kissimmee announced Wednesday that a Kissimmee Police Officer had been arrested for grand theft and scheme to defraud after they allege he was paid for off-duty detail that he didn't really work.

Officer Plenio Massiah turned himself into the Osceola County Jail Wednesday after  warrants for two counts of grand theft and one count of scheme to defraud were issued for his arrest.
 
The city said KPD was made aware of an instance where Massiah documented that he worked an off-duty detail, for which the victim paid the Department for such services. However, the Department was unable to locate any evidence during the investigation that Massiah physically worked the off-duty detail.
 
A review of Massiah’s work history discovered other off-duty details he documented as working. However, the Department could not locate evidence that he physically worked those either.
 
The two counts of grand theft and one count of scheme to defraud are all felony charges. Working with his attorney, Massiah turned himself into the Osceola County Jail during the afternoon. The city said KPD will now begin an internal investigation into the matter, and that Massiah has been placed on administrative leave without pay pending the outcome of both investigations.
 
"No additional comments or statements are available currently from the (police) Department, as an open internal affairs investigation is underway," a release from the city said late Wednesday.
