Kindred man charged with sharing child sexual abuse material; Lakeland man arrested for DUI in 2023 Osceola crash

A man living in the Kindred community of Kissimmee was arrested Tuesday after police say he was sharing child sexual abuse material and soliciting users online for child sexual abuse material.

Steven Michael Pagan, 27, was charged with four counts of possession of photo/video of sexual performance by child and unlawful use of a two-way communication device and booked into the Osceola County Jail where he's held on no bond.

Sheriff's investigators say they were notified by the National Center of Missing and Exploited Children (NCMEC) of an incident regarding an individual file sharing child sexual abuse material and soliciting users online for child sexual abuse material from the Kindred home. Detectives with the Internet Crimes Against Children (ICAC) unit began an investigation into the incident. Tuesday, they served a residential search warrant at the residence. Investigation identified Pagan as the suspect.

The investigation remains on-going.

 

Lakeland man arrested for DUI manslaughter in 2023 crash

A Lakeland man has been charged with DUI manslaughter in connection with an Interstate 4 crash that killed a 65-year-old Lutz woman, according to court records and the Florida Highway Patrol.

Alexander Nicholas Cox, 31, was arrested Jan. 16 on a warrant stemming from an early-morning crash on Oct. 7, 2023, on eastbound I-4 near State Road 429 in unincorporated Osceola County.

According to Florida Highway Patrol reports, the crash occurred around 4:18 a.m. as three vehicles — a 2006 Kia Sportage, a 2015 Subaru WRX and a 2010 Jeep Wrangler — were traveling eastbound approaching State Road 429. Cox was driving the Subaru in the center lane behind the Kia, which was being driven by the Lutz woman.

Troopers said Cox failed to observe traffic slowing ahead and struck the rear of the Kia. The impact caused the Subaru to veer left into the median and strike the center guardrail, while the Kia spun clockwise and came to rest disabled across the center and outside lanes.

Moments later, a Jeep Wrangler driven by a 39-year-old Apopka man approached the disabled Kia in the center lane and struck the vehicle’s left side, sending it into the center guardrail.

The Lutz woman was transported to Celebration Hospital, where she was pronounced dead. The Jeep’s driver and his passenger, a 38-year-old Orlando woman, were taken to Osceola Regional Hospital for treatment. Cox was not injured and remained at the scene.

Eastbound lanes of Interstate 4 were shut down for several hours following the crash.

According to the arrest affidavit, investigators later determined Cox was impaired at the time of the crash. Troopers reported observing signs of impairment, including the odor of alcohol and bloodshot, glassy eyes. Alcoholic beverages were also allegedly found inside his vehicle. An independent witness told investigators Cox had been traveling at a high rate of speed and weaving between lanes prior to the collision.

Cox reportedly declined to provide a voluntary blood sample at the scene, but a court-authorized blood draw was later conducted at a hospital. Toxicology results showed Cox’s blood-alcohol concentration measured .060 several hours after the crash. A retrograde analysis by the Florida Department of Law Enforcement estimated his blood-alcohol level at the time of the crash to have been between .12 and .22, according to the affidavit. The legal blood-alcohol limit in Florida is .08.

Vehicle data also showed Cox’s Subaru was traveling at more than 60 miles per hour in the seconds leading up to the collision, with no braking recorded prior to impact.

Investigators concluded Cox’s impaired driving caused or contributed to the fatal crash.
