FHP fired at driver who fled, then wrecked on 192 PDF Print E-mail

West U.S. Highway 192, and crashed at least once before ultimately
colliding with another car and stopping.

Florida Highway Patrol is working with Osceola County Sheriff's deputies and Kissimmee Police Department officers to investigate at least two crashes on U.S. Highway 192 westbound, and possibly more on Florida's Turnpike, caused by one female driver who refused to stop for troopers and ultimately crashed to a stop at 192 and Michigan Avenue on Tuesday.

An FHP trooper fired shots at the vehicle during the chase in an attempt to apprehend the driver. The entire incident encompassed a crime scene that was just under five miles long.

The female driver, Angela Estrella of Miami, was taken from the scene via ambulance to Osceola Regional Hospital with minor injuries. An eyewitness reported the driver was injured not in the accident, but in being removed from the vehicle by law enforcement, as evidenced by a broken drivers' side window. The FHP report confirmed Estrella was removed from the car through the window.

At the hospital, Estrella was Baker Acted for further observation, the FHP report said.

Montes reported that Estrella's two children, an 18-year-old daughter and her elementary or middle-school aged son, were also in the vehicle with her; troopers thought the driver was alone in the car as the vehicle had dark tinted windows. They were not injured during the incident and were awaiting other family members to pick them up Tuesday following the incident.

At 2:42 p.m., FHP trooper Jose Nieves, Jr., observed Estrella driving a black 2011 Toyota RAV4 with a New York license plate northbound on the Turnpike at a high rate of speed. The trooper attempted to make a traffic stop and activated his lights and siren but  the vehicle, clocked at 112 m.p.h. in a posted 70 m.p.h. zone, actively fled from the trooper and exited onto U.S. 192. Later discussions with witnesses determined that before she was observed speeding, she was involved in at least two crashes on the Turnpike that she fled from.

Estrella initially headed east on 192, but then made a U-turn and headed west toward Kissimmee. She caused a three-car accident at Shady Lane, and as Nieves got out of his vehicle at the crash scene, the driver attempted to leave and drove directly toward the trooper, ramming his patrol car. Nieves discharged his weapon at the Toyota, possibly hitting the bottom of the drivers' side door, but Estrella was not hit and fled the scene, continuing westbound on 192. The trooper again giving chase.

The pursuit finally ended when Estrella collided with a green Dodge Ram pickup truck, driven by William Cline, traveling northbound on Michigan Avenue. Montes reported the Sheriff's Office was prepared to utilize stop sticks to disable the Toyota but the collision at Michigan happened first.

Montes said if a trooper feels a suspect has put someone in danger they can get supervisor's approval to continue a pursuit.

"At this point we still don't know what transpired to make that trooper continue on, or at what point they shut it down," she said Tuesday following the accident. "Because the scene is so spread out, we have to look at the entire timeline and it's all still under investigation."

Because of the incident, 192 was closed westbound briefly at Partin Settlement Road, and at Denn John Lane just west of Osceola Heritage Park for the afternoon and into the evening following the incident. Eastbound 192 remained open, but drivers could not turn left on Michigan, which was closed at 192 in both directions. The investigation went on through a brief shower during the evening rush hour, which helped to contribute to at least two more fender benders at 192 and Michigan as police wrapped up the scene.

The entire incident was still under investigation late Tuesday night; charges were still pending.
