Turner Construction rescinds protest for Middle School DD PDF Print E-mail

After representatives from the Osceola County School District and Turner Construction Company met today to discuss the company's protest regarding the selection process for a construction management at risk firm for Middle School DD, the company has withdrawn the protest.
Turner Construction officials discussed their concerns with district staff regarding challenges with the selection process, such as who should and should not have served on the selection committee, according to district spokeswoman Dana Schafer.
“The Purchasing Department is taking a proactive role in addressing these concerns, and is already in the process of improving their procedures for selecting, training and screening potential selection committee members,” Schafer stated in a press release. “The composition of future selection committees will also be addressed.”
Turner Construction Company realizes the importance of opening the new middle school in a timely manner and agreed it does not want the protest to adversely affect the opening of this new school and, ultimately, the students who will be attending it, Schafer stated.
Schafer also stated that the district recognizes that Turner Construction has performed quality work on Osceola County schools, such as Liberty High School and Westside K-8, consistently bringing in projects on time and under budget.
“The Osceola School District appreciates the strong support of Turner Construction in the community and in our school district,” Schafer stated.
A national company with a regional construction office in Orlando, Turner Construction was ranked second for the project, behind Welbro Quinn Constructors-A Joint Venture. Welbro Quinn Constructors is a relatively recent partnership between Welbro Building Corp., which has its corporate offices in Maitland and an operational office in Tennessee, and local contractor Danny Quinn.
Comprised mostly of school administrators and staff along with one appointee from the community, a selection committee scored and ranked four short-listed firms after their formal presentations March 30. Welbro-Quinn received 3,630 points in the final ranking; Turner Construction received 3,360.
In the protest, Turner Construction Vice President/General Manager Scott Skidelsky stated that selection committee member Mark Hunt, who is director of the Career and Technical Education Department for the district, made several statements during the review process that prejudiced the final outcome.
There also was information provided to the News-Gazette that the sole community member on the selection committee, Racquel L. Schroeder, a Realtor, had sold homes for Danny Quinn and therefore should have recused herself from serving.
