Osceola County Sheriff's Office detectives last week arrested Lowis Garcia III, 30, of Brewster Drive, Kissimmee, on charges of child abuse and video voyeurism.

The investigation began in late June when deputies responded to the Ross Department Store at 3202 N. John Young Parkway in Kissimmee. Upon arrival, deputies spoke with the complainant who said she and her mother were shopping in the store. She heard her mother asking a Hispanic male behind them what he was doing. When she turned around, she saw what appeared to be video equipment attached to his shoe pointing upward. Her mother told her the man had his foot placed where he could video up her skirt.

After a brief confrontation, the man fled the store with a young child. Based on the information provided by the witnesses, detectives were able to locate the suspect, identified as Garcia. On Sept. 8, detectives obtained a search warrant for Garcia's residence and spoke with him about the incident. Garcia cooperated with detectives and they were able to confirm Garcia brought his 5-year-old son with him to the store at the time of the incident. They took into evidence Garcia's cellular phone.

On Oct. 12, detectives confirmed there were more than 77 videos on Garcia's phone, 51 videos were of unsuspecting women being taped inappropriately at various department stores. On Oct. 27, Garcia was arrested at his residence. He was booked into the Osceola County Jail on a $3,500 bond.
