Osceola County Sheriff's Office detectives last week arrested Brian Edward Phillips, 40, of Ben Bay Drive, Kissimmee, and charged him with two counts of sexual battery on a victim less than 12 years old, child abuse and lewd and lascivious exhibition.

Detectives also arrested Milagros Ortiz-Phillips, 36, also of Ben Bay Drive, and charged her with one count of sexual battery on a victim less than 12, child abuse and lewd and lascivious exhibition.

The investigation began Oct. 14 when the 7-year-old victim told a Bellalago school official the suspects had sex in front of her and with her in early October. The victim told detectives she was sleeping in the living room and woke up to Phillips and Ortiz-Phillips, who are related to the victim, having sex. The girl told authorities she fell asleep again and when she awoke, the couple were inappropriately touching her and forcing her into sex acts.

Based on the information the victim provided, Phillips and Ortiz-Phillips were arrested and booked into the Osceola County Jail. The Department of Children and Families also is investigating the incident.
