St. Cloud’s City Council convened Aug. 2-3 for Council Budget Workshops to review the city manager’s proposed budget for fiscal year 2010-11. The workshops were held in City Council Chambers on both days and were broadcast live on SCTV-199 and on the Internet at www.stcloud.org.
During the budget workshops, City Council and staff discussed the proposed balanced budget, which is 40.4 percent below the fiscal year 2009-10 adjusted budget.
The proposed budget was presented using the rollback rate of 4.9128 mills. After the review, council members agreed that no additional cuts could be made to result in any substantial change. However, they did recommend that staff work on developing new sources of revenue for the city. The council’s consensus was to move forward with the budget as presented.
As always, council workshops and meetings are open to the public. Budget hearings will be during September’s two regular council meetings – the first budget hearing is set for Thursday, Sept. 9, and the second and final budget hearing is set for Thursday, Sept. 23, when the City Council will adopt the new budget.
The public is encouraged to attend both hearings, which will be at City Hall, Building A, third floor, in Council Chambers, starting at 6:30 p.m.
In his annual budget message, City Manager Tom Hurt cited the impact the economy has had on St. Cloud and how it calls for a tighter budget without directly affecting services to the public and without laying off employees.
“During this time of economic stress for many residents, we strived to develop a balanced proposed budget that is accomplished by using the roll back rate,” Hurt said. “We have truly developed a proposed balanced budget that minimizes any possible service reduction or interruptions to our citizens. Top priorities continue to be the safety and well-being of our residents, sound application of growth management issues, and the maximization of capital projects to address current infrastructure needs.”
The Citizen’s Advisory Finance Committee Budget Review Workshops were held in July and the committee recommended the proposed balanced budget with a few changes after a 4-1 vote.
