At Thursday night’s meeting of the St. Cloud City Council, members will hear a presentation from Relay for Life, a presentation from the county regarding implementation of the CDBG program and will make a proclamation in recognition of Park and Recreation Month.

In matters of business, the council will hold a final public hearing for an ordinance calling for the annexation into the city of .97 acres for Amber Diagnostics, south of 17th Street and approximately 180 feet east of Budinger Avenue.

The council also will have first public hearings for an ordinance:

• Assigning a future land use designation of “private/institutional” to land for Amber Diagnostics and assigning a zoning district of “P” Professional for the Amber Diagnostics land.

• For closing, vacating and abandoning certain rights of way south of 17th Street between Michigan and Massachusetts avenues.

Council members also will consider a resolution granting a conditional use to operate an “Open Air Market” at 4850 E. U.S. Highway 192.

Other resolutions to be considered will include:

• Authorizing the mayor to enter into a first addendum regarding the contract between the city and Renaissance Planning Group.

• Authorizing the mayor to enter into a first addendum regarding the contract between the city and Camp Dresser & McKee Inc.

• Authorizing the mayor to enter into a first addendum regarding the contract between the city and Askey-Hughey Inc.

• Authorizing the mayor to enter into a first addendum regarding the contract between the city and Osceola Engineering Inc.

• Authorizing the mayor to enter into a first addendum regarding the contract between the city and Ardaman & Associates Inc.

• Authorizing the mayor to enter into a first addendum regarding the contract between the city and Geotechnical & Environmental Consultants.

• Authorizing the mayor to enter into a first addendum regarding the contract between the city and Johnson’s Surveying Inc.

• Authorizing the mayor to enter into a first addendum regarding the contract between the city and Franklin Surveying and Mapping Inc.

• Authorizing the mayor to enter into a first addendum regarding the contract between the city and Rayken Inc. for an estimated cost of $475,000

• Authorizing the mayor to enter into a first addendum regarding the contract between the city and W.J. Newman Jr. Contracting Inc. for an estimated $475,000.

• Authorizing the acquisition of two 2011 Chevrolet Tahoe 1500 utility vehicles with police package from Bartow Chevrolet at a cost of $57,424.

• Awarding the Massachusetts Avenue Rehabilitation project to Wright’s Excavating Inc., the second lowest bidder, which has agreed to complete the project for the lowest bid amount of $458,116.

• Authorizing the release of funds from the St. Cloud Police Department Federal Forfeiture Funds account to purchase equipment to upgrade the emergency operations and security of the police department, police training building and the city Emergency Operations Center at a cost of $162,538.87.

• Authorizing the mayor to enter into a continuing contract with Renaissance Planning Group Inc. for professional planning services at a cost of $69,916.

• Authorizing the mayor to enter into a fourth addendum between the city and DRC Emergency Services.

• Authorizing the mayor to enter into a fourth addendum between the city and Crowder-Gulf Joint Venture Inc.

• Requesting council’s approval of a preliminary development plan for “St. Cloud Plaza Redevelopment” south of 10th Street and west of Narcoossee Road.

• Amending land development code for “Construction and Design Standards for Pavement and Drainage Systems.”

• Authorizing the mayor to enter into an agreement with Post, Buckley, Schuh & Jernigan Inc. for the Nolte Road project.

Also on the city’s agenda is an allotted time for discussion of chickens within the city limits and bidder presentations, discussions and action on the selection of a construction manager at risk for the Nolte Road project.
