The St. Cloud Police Department has a warrant to arrest a driver who allegedly hit a pedestrian on Old Canoe Creek Road last year while under the influence of cocaine and Xanax, causing fatal injuries.

David Jonathan Lanier, 35, whose last known address was in Kissimmee, hit Richard Klose the night of July 9, the department's traffic homicide unit reported. Klose died at the scene on Old Canoe Creek Road, just north of West New Nolte Road.

During the investigation, Lanier's blood sample was sent to the Florida Department of Law Enforcement for analysis, which showed the presence of cocaine and the prescription drug Xanax.

Lanier was arrested, but the Orange-Osceola County State Attorney's Office decided not to file charges, arguing that the presence of drugs alone “does not constitute impairment.”

The department sent the blood sample to the University of Florida's pathology laboratory for further testing. Based on those findings, the attorney's office issued a warrant for Lanier, charging him with DUI manslaughter.

However, the department has not been able to find Lanier. Police ask that anyone who knows the whereabouts of Lanier call 407-891-6700 or Crimeline at 800-423-TIPS.
