Another inmate, this one under minimum security, went missing from Osceola County Jail Tuesday night, marking the second prisoner to escape from the facility in less than a month.

Carlos Alberto Rosa, 39, was discovered missing during a 10 p.m. head count Tuesday night. 

Earlier that night, at 8:30 p.m., jail officials did a head count as inmates came back into the facility from the recreation area and didn’t notice his absence, Osceola County Sheriff’s Office detectives discovered as they investigated.

“Detectives learned the (earlier) head count might have been incorrect,” spokeswoman Twis Lizasuain said. “He might have been gone before 8:30.”

Rosa is a minimum-security inmate and a supervised trustee, meaning he was allowed to work on the jail grounds under supervision, county officials said. Already a registered felon, Rosa was arrested Jan. 9 for burglary, grand theft and criminal mischief and has been at the county jail ever since under a $5,000 bond. He applied for a bail reduction on March 4, but was denied.

After discovering Rosa’s absence at around 10 p.m., jail officials called the Sheriff’s Office to search for him at 11:12 p.m.

“There was a delay in notifying our office,” Lizasuain said.

There also was an hour delay between the time jail staff discovered still-at-large escapee Michael Rigby and when they contacted the Sheriff’s Office Feb. 19, the morning of the last jailbreak. Rigby is believed to have escaped at around midnight, though the jail didn’t notice that it was just a bundle of blankets in his bed until his cellmate pointed it out to the officer coming on duty, at around 5:40 a.m. that morning.

No jail officials or officers have been reprimanded for the previous jail escape, though a report was released listing inadequacies with the facility and several policy failures leading up to Rigby's escape. However, two officials, captains of operations and security, voluntarily requested demotions since then. One of them, now-Lt. Stacy Gaines, was the watch commander on shift for the jail Tuesday night.

The Sheriff’s Office broke the perimeter around the county jail early Wednesday morning after determining Rosa had left the immediate area of the jail on Simpson Road.

“We haven’t released any details as to how we think he was able to get away from the jail,” Lizasuain said. “We’ve got every available resource working the investigation.”

Rosa was previously was convicted of grand theft and burglary in Osceola County in 2008. Other previous convictions include possession of cocaine and drug paraphernalia.

Rosa is a Hispanic male, 5 feet, 5 inches tall, weighing 157 pounds with black hair and brown eyes. Anyone with information on Rosa can call the Sheriff’s Office at 407-348-2222 or anonymously through Crimeline at 800-423-TIPS.
