A 14-year-old girl from Florida’s west coast was arrested Nov. 15 after police say she willing participated in prostitution in Kissimmee.

The Osceola County Sheriff’s Office Tourist Policing Unit (TPU) arrested two people on prostitution charges, alleging the couple helped the girl sell her body for sex.

Deputies with TPU responded to an online advertisement on Orlando Backpage, which had pictures of a female in a bikini and in her underwear. The detectives made contact with “Amy”, later identified as Cameron Shirley, 14, of Rotunda West, who told the officers it would cost $160 for an hour or $120 for 30 minutes of her time.

Cassidy Hines, 18, of Altamonte Springs, allegedly drove Shirley to the Westgate Vacation Villas on Old Lake Wilson Road where the minor offered to perform oral sex on the male detective but told him she wouldn’t do any “shows” and that he wasn’t allowed to kiss her, according to the charging affidavits.

Shirley then told the male detective that after the oral sex, she wanted him to have sex with her “because she was there to please him,” the affidavit said.

During the takedown, the affidavit stated, Shirley allegedly slapped a detective and told officers “I don’t give an (expletive) if you tell anyone I am prostituting” and “You are a snitch and I am making money.”

Shirley’s father, Brad Shirley, told detectives his daughter was supposed to be in the North Port Richey area with Hines.

During the investigation, detectives determined Hines and her boyfriend, Eric Rodriguez, 25, of Naples, were placing advertisements online and arranging for Shirley to meet with men in Central Florida hotels, including the Nickelodeon Hotel in Orlando.

“Unfortunately, she (Shirley) was a willing participant,” Sheriff’s Office spokeswoman Twis Lizasuain said.

Rodriguez, who is also known as “1 Trick”, allegedly told detectives Hines and Shirley worked for him.

His sister allegedly allowed him the use of her two vehicles for his operation because his diver’s license is suspended, the affidavit stated.

Rodriguez also admitted, according to the affidavit, to deleting the online advertisement the detectives responded to when he found out Hines and Shirley had been arrested.

Based on the investigation, Rodriguez was arrested and charged with procuring person under age of 18 for prostitution, selling minor into sex trafficking and prostitution-to aid or abet.

Hines was charged with buy/sell minor for prostitution, procuring person under age of 18 for prostitution, transport for purpose of prostitution and sex trafficking.

The pair were booked into the Osceola County Jail.

Shirley was charged with battery on a law enforcement officer and booked into the Orange County Detention Center.
